Launched in January 2008, Hull City Council launched STREAM based ‘Independent Living Campaign’ providing IPTV-based services and content to 100 households in Hull. Co-funded by Hull City Council and Hull’s Digital Challenge competition funding, the project is part of a radical overhaul of Hull City Council’s Community Care services for the over-65s and is available through Internet Protocol Television (IPTV). It provides residents with information about local services, a ‘what’s on’ calendar and communication tools such as email as well as a facility to book services from their own homes.

STREAM gives individuals a personalised way of accessing local information and services, delivered by providers or residents themselves. The content is created largely by residents, who share their views with those with similar interests and needs, through video, ratings and reviews. By taking part, they help to shape services that are relevant and compelling. Service providers acquire a better sense of priorities, working together to target their resources and sharing how they transform services. Through STREAM, they reach residents individually.

Project Achievements
The pilot involves more than 40 local organisations from the public, private and voluntary sectors is proving very successful and has led to Hull City Council putting together a business case to roll the service out to approximately 200 households.

Project Developments
One development from the STREAM pilot is a prototype service that has been developed that uses the set top box as the ‘gateway to the connected home’ to deliver a range of wireless and Bluetooth enabled home safety, security, health and care monitoring devices to support the elderly. The service is being deployed in three homes as a technical trial, prior to a wider roll out (expected to be 100 of the 200 new homes to be connected).Integration work has been undertaken between Business Stream and ICT Alliance website.
